[plonegov-br] Buildout não consegue encontrar complementos (addons) para Plone

Boa tarde pessoal,

Estou com um problema para instalar complementos (addons) no meu ambiente
de homologação. Toda vez que eu executo ./bin/buildout aparace a seguinte
mensagem:
Error: Couldn't find a distribution for 'collective.catalogcleanup'.

Eu já tive esse problema em outra ocasião, que foi resolvido
conformeo seguinte tópico daqui:

Na época adicionei  o trecho abaixo na configuração do buildout, e
atualizei para zc.buildout 2.9.5:
[buildout]
index = https://pypi.python.org/simple/

O problema voltou a acontecer, e a mensagem de erro é a seguinte:

Atualmente utilizo a seguinte versão:
Portal Padrão 1.1.5.1
Plone 4.3.9 (4313)
CMF 2.2.9
Zope 2.13.24
Python 2.7.6 (default, Oct 26 2016, 20:30:19) [GCC 4.8.4]
PIL 2.7.0 (Pillow)
